“The spiritual cultivation of these great bodhisattvas has almost reached buddhahood; they are awaiting buddhahood at the tenth ground of bodhisattvahood, called the Ground of the Dharma Cloud. At this level, they are called Awaiting Awakening… buddhas have the ten powers, [the four] fearlessnesses, and the eighteen distinctive cultivations.”
